Removes the requirement for a concealed weapons license when carrying a firearm in a motor vehicle within city limits, allowing firearms to be concealed legally if disassembled or unloaded.

Eliminates exceptions from the concealed weapons licensing requirement for publicly elected Idaho officials and persons engaged in hunting, fishing, or trapping outside city limits.

Maintains existing disqualifications from obtaining a concealed weapons license, including felony convictions, domestic violence convictions, mental health adjudications, and protection order violations.

Retains license exemptions for law enforcement officers, military personnel, criminal investigators, and retired peace officers with at least 10 years of service.

Keeps existing fees ($20 for original issuance, $15 for renewal) and requires fingerprint-based background checks with 90-day issuance timeline for qualified applicants.
