Amends Idaho Code Section 56-255 to revise home-based and community-based services for persons with developmental disabilities under Medicaid.

Modifies language regarding intermediate care facility (ICF/ID) level services to include "and options for self-determination self-directed or family-directed services" enabling individuals greater freedom to manage their own care within determined budgets.

Changes budget modification authority to allow changes "only when needed to obtain or maintain employment or when health and safety issues are identified and meet the criteria as defined in department rule" (removing previous broader authority to respond to modification requests).

Requires the department to develop a blended rate covering both individual and group developmental therapy services for children and adults based on need through state plan or waiver services.

Maintains existing coverage for intermediate care facility services, nursing facility services, home health services, and other long-term care services for eligible individuals.
