Revises the criminal history check fee charged by the State Department of Education from $40.00 to cover only actual processing fees charged by the Federal Bureau of Investigation and Idaho State Police, plus $10.75 for state department costs.

Requires criminal history checks based on ten-finger fingerprints for certificated and noncertificated employees, certificate applicants, substitute staff, individuals involved in practicums and internships, and all individuals with unsupervised contact with K-12 students.

Mandates checks include the Idaho Bureau of Criminal Identification, FBI criminal history database, and statewide sex offender register.

Requires the State Department of Education to maintain a statewide list of substitute teachers and keep records of all background checks in a data bank with copies provided to applicants upon request.

Requires the Idaho State Police and Department of Education to implement a joint exercise of powers agreement to carry out the provisions of this section.
