Prohibits zoning regulations and construction permit conditions from mandating adherence to specific exterior design aesthetics or beautification beyond surface finishes.

Allows governing boards to provide guidance and suggested patterns or design features for building aesthetics, but prohibits aesthetic standards that require structural design modifications for commercial or industrial construction uses.

Exempts signage, lighting, landscaping, screening requirements, special use permit conditions, and buffering or screening of incompatible uses from the aesthetic mandate restrictions.

Permits ordinances to establish exterior design or construction standards for structures within designated historical districts, requiring that all applicable standards be clear, ascertainable, and not based on subjective considerations.
