House Bill 484 Summary

• Revises Idaho Code Section 39-4109 to establish the "Idaho residential code" and "Idaho energy conservation code" as distinct codes comprised of the 2006 International Residential Code and 2006 International Energy Conservation Code, respectively, along with amendments adopted by the Idaho building code board through negotiated rulemaking.

• Requires the Idaho building code board to conduct a minimum of two public hearings at least 60 days apart before adopting building code amendments, with at least five days' written notice to specified industry and professional organizations.

• Prohibits local jurisdictions from amending accessibility provisions of adopted building codes, except as permitted by state board amendments, and requires local amendments to building codes to establish at least equivalent protection levels.

• Requires local governments to adopt building codes by ordinance effective January 1 following Idaho building code board adoption, and allows local jurisdictions to amend adopted codes only after finding good cause exists and conducting a public hearing with 30 days' notice to relevant industry associations.

• Exempts single-family homes and up to two-unit dwellings from automatic fire sprinkler system requirements, and exempts agricultural buildings from building code requirements.
