Establishes the "Online Voter Registration Act" requiring the secretary of state to create and maintain an electronic voter registration system on its official website.

Allows any elector with a current valid Idaho driver's license or identification card to register electronically by submitting an application under oath containing information prescribed by the secretary of state and an electronic signature.

Requires the secretary of state to obtain a digital copy of the applicant's driver's license or identification card signature from the Idaho transportation department.

Directs the secretary of state to send completed applications to the county clerk, who must mail a verification of registration by first-class nonforwardable mail and remove undeliverable registrations from the voter rolls.

Exempts applicants using the electronic system from completing a printed registration card and authorizes the secretary of state to implement additional security measures to ensure accuracy and integrity of electronically submitted applications.
