Amends Section 54-2512A, Idaho Code to require historic horse racing terminals be operated only by cash or cash vouchers.

Establishes pari-mutuel wagering on historical horse races is lawful at facilities authorized to conduct simulcast and televised race wagering.

Requires licensees distribute gross daily receipts as follows: at least 89% to wagering pools and payoffs, 1.5% to Idaho state racing commission for various accounts, and remaining balance to licensee.

Creates Idaho horse council youth programs account within pari-mutuel distribution fund to receive 0.10% of gross daily receipts.

Creates historical horse race purse moneys fund in state treasury to hold purse moneys accrued under horsemen's agreements, with funds perpetually appropriated to racing commission for distribution.
