Amends Section 33-517, Idaho Code to apply grievance procedures to noncertificated employees of school districts, specially chartered districts, and Idaho public charter schools.

Defines grievances as written allegations involving violations of board-approved policies, school procedures, employee handbooks, health/safety conditions, or tasks assigned outside essential job functions without proper training.

Excludes salary/wage disputes and terminations during the initial 180 days of employment from grievance procedure consideration.

Establishes a multi-step grievance process: informal meeting with district human resources administrator, appeal to superintendent, and final review by a three-person hearing panel with decisions subject to board of trustees override or district court appeal.

Grants noncertificated employees the right to representation at each grievance step, access to personnel files, and protection against reprisals for filing grievances or participating in the process.
