Establishes the "Motor Voter Act" requiring eligible electors to register before voting at any primary, general, special, school, or other election governed by Idaho Code title 34.

Directs the Idaho Transportation Department's Division of Motor Vehicles to register eligible electors when they apply for driver's licenses, renewals, corrections, or identification cards.

Requires driver licensing offices to forward completed registration cards to county clerks on a weekly basis and on the business day prior to registration closure, with cards submitted during closure held pursuant to existing law.

Allows electors to opt out of registration and to select political party affiliation or "unaffiliated" status on registration cards, with unaffiliated designation recorded if no selection is made.

Requires poll books for primary elections to include party affiliation information and allows unaffiliated electors to declare which primary ballot they choose to vote in.
