Eliminates nonmedical indigent assistance programs and repeals extensive provisions governing applications, eligibility determinations, appeals, and enforcement related to county indigent assistance.

Reduces county ad valorem tax authority for charities fund from ten-hundredths to three-hundredths of one percent (.103%) of market value for assessment purposes.

Requires counties levying for medical indigent purposes to reduce their approved property tax levy by medical indigent expenses incurred up to the amount levied in prior fiscal years before calculating maximum tax levies in 2016 and 2017.

Authorizes county boards to create applications and policies for nonmedical burial assistance, which shall be temporary only when no alternatives exist.

Eliminates county responsibility for costs of voluntary mental health treatment of adults and removes references to medically indigent services under the catastrophic health care cost program.
