Revises the declaration of policy for indigent sick care to clarify that county medically indigent programs and catastrophic health care cost programs are payers of last resort for individuals at or below 100% of the federal poverty level.

Adds and revises definitions in Idaho Code Chapter 31-35, including clarifying that "medically indigent" means persons at or below 100% of the federal poverty level who have received necessary medical services and lack sufficient income and resources to pay for them.

Corrects a code reference in Section 67-7903 from "subsection (3)" to "section 31-3502(189)B" regarding limitations on necessary medical services for the county indigent program.

Specifies that "necessary medical services" excludes bone marrow transplants, organ transplants, elective/cosmetic procedures, residential care facilities, normal uncomplicated pregnancies (except caesarean section), and weight-reduction drugs and procedures.

Becomes effective January 1, 2016.
