Amends Idaho Code Section 9-340D(3) to require disclosure of appraisals and information relating to state endowment land disposals, including land exchanges, prior to transaction completion rather than after.

Eliminates the exemption from public disclosure for records relating to appraisals of endowment lands and rights or other lands and rights offered in exchange for endowment lands.

Addresses inconsistency between the Public Records Act and Section 58-313A, Idaho Code, which requires the State Board of Land Commissioners to notify county commissioners before selling state endowment lands and allows objections to be filed prior to transaction completion.

Establishes legislative intent that transparency in state endowment land disposals serves the public interest and aligns public records disclosure requirements with existing county notification procedures.
