Amends Section 39-4109 to rename and clarify the status of the "International Residential Code" as the "Idaho residential code" and the "International Energy Conservation Code" as the "Idaho energy conservation code," with amendments made through negotiated rulemaking by the Idaho building code board.

Requires the Idaho building code board to conduct a minimum of two public hearings at least 60 days apart before adopting building code amendments, with written notice to specified stakeholder entities at least 5 days prior to each hearing.

Exempts single-family homes and multiple-family dwellings up to two units from automatic fire sprinkler system requirements in the International Fire Code, International Building Code, and Idaho residential code.

Prohibits local jurisdictions from amending accessibility provisions in adopted building codes, except that they may adopt provisions not previously adopted by the state board if good cause exists and public hearings with 30 days' notice are conducted.

Specifies that adopted building codes take effect on January 1 of the year following the board's adoption and clarifies that permits are governed by laws in effect when the permit application is received.
