Appropriates $6,600,000 from the General Fund to the Department of Administration for the Idaho Education Network operating expenditures for the period July 1, 2013 through June 30, 2014.

Directs funds to pay outstanding fiscal year 2014 amounts owed to Education Networks of America, Inc./ENA Services, LLC for services rendered under the IEN Contract that were not paid by Universal Service Administrative Company (USAC).

Requires the Department and ENA to amend the IEN Contract before disbursement with provisions stating that payment does not constitute acknowledgment of liability and that ENA must immediately return any funds if USAC subsequently pays for the same services.

Requires the Department to notify the IEN Program Resource Advisory Council (IPRAC) upon contract amendment completion and to transfer any funds returned by ENA back to the General Fund.

Declares an emergency, making the act effective upon passage and approval, with unused appropriation funds to be returned to the General Fund by June 30, 2015.
