Adds new Section 39-9005 to Idaho Code defining medical retainer agreements as written contracts between licensed medical providers and patients for routine health care services over a specified period for an agreed-upon fee.

Requires medical retainer agreements to describe the general scope of routine health care services included, which may encompass screening, diagnosis, treatment, supplies, prescription drugs, and laboratory work.

Prohibits medical providers from billing insurers for services provided under a medical retainer agreement, though patients may submit reimbursement requests to insurers if permitted by their insurance policy.

Exempts medical retainer agreements from regulation as health insurance or other regulation under Title 41 of Idaho Code.
