Appropriates $5,808,400 to the Public Utilities Commission for fiscal year 2015 (July 1, 2014 through June 30, 2015), with $4,133,400 for personnel costs, $1,657,400 for operating expenditures, and $17,600 for capital outlay.

Authorizes the Public Utilities Commission a maximum of 50 full-time equivalent positions during the fiscal year 2015 period, unless specifically authorized by the Governor.

Directs a 1% upward adjustment to the compensation schedule to move salary structure toward market rates.

Directs continuation of job classifications currently on payline exception to address recruitment or retention issues.

Directs funding for an ongoing 1% salary increase for state employees and the equivalent of a one-time 1% bonus based on employee merit, with distribution flexibility determined by agency directors.
