Appropriates an additional $54,000 from the Lava Hot Springs Foundation Fund for personnel costs during fiscal year 2014 (July 1, 2013 through June 30, 2014).

Appropriates $2,374,400 to the Lava Hot Springs Foundation for fiscal year 2015 (July 1, 2014 through June 30, 2015), including $1,085,500 for personnel costs, $742,600 for operating expenditures, and $546,300 for capital outlay.

Limits the Lava Hot Springs Foundation to no more than 13.8 full-time equivalent positions during fiscal year 2015, unless specifically authorized by the Governor.

Directs the Legislature to work toward competitive salary and benefit packages through a 1% upward adjustment to the compensation schedule, continuation of payline exception job classifications, and funding for ongoing 1% salary increases and one-time 1% bonuses based on employee merit.

Declares an emergency for Section 1, making the FY 2014 appropriation effective upon passage and approval.
