Repeals Sections 2, 3, and 4 of Chapter 349, Laws of 2013, which contained provisions related to staff allowance and effective dates.

Amends Idaho Code Section 33-1004 to correct code references and remove language relating to a specific time period (July 1, 2009, through June 30, 2011).

Revises subsection (5)(h) to allow districts to employ 9.5% fewer positions than funded without reduction in funded positions, with the percentage decreasing by 1% annually starting in fiscal year 2016 for districts with above-average class sizes.

Removes reference to subsection (5)(h) from the language describing conditions when districts do not employ the number of instructional staff allowed, replacing it with references to subsections (5)(f) and (g).

Requires the state department of education to report to the legislature annually in February beginning in 2015 on scheduled reductions to the allowable percentage of unfilled positions by school district.
