Establishes a central registry and reporting portal on the legislative services office website for local governing entities to submit administrative and financial information beginning March 1, 2015.

Requires local governing entities to submit annually by December 1: administrative details (governing board terms, official contact information), most recent adopted budget with actual revenue/expenditure comparison, and cumulative debt obligation information including average interest rates.

Entities must update registry information within 30 days of any changes and notify their appointing authority within 5 days of submission; counties may charge reasonable fees for assistance with compliance.

Non-compliant entities face penalties including: 30-day compliance notice requirement, public notice in newspapers with costs assessed to entity, budget increase restrictions, withholding of state sales tax distributions, and for non-taxing districts, noncompliance fees up to $5,000, required compliance meetings, or special audits at entity expense.

Act becomes effective January 1, 2015.
