Revises terminology throughout Idaho Code sections 56-1403, 56-1404, and 56-1406 related to hospital assessments and the Hospital Assessment Fund administered by the Department of Health and Welfare.

Extends the duration of annual assessments on private hospitals beyond the original state fiscal years 2009-2011 by implementing a rolling yearly schedule using Medicare cost report data for ongoing assessment base calculations.

Changes assessment base determination from fixed fiscal years (2004, 2005, 2006 Medicare cost reports) to a rolling yearly schedule where each hospital's most recent available Medicare cost report data is used without regard to subsequent adjustments.

Modifies upper payment limit distribution calculations for both inpatient and outpatient services to use a rolling yearly schedule based on calendar year medicaid data rather than fixed reference years (2007, 2008, 2009).

Declares the act an emergency measure that takes effect immediately upon passage and approval.
