House Bill 566 - Naturopathic Medicine Licensing Act

• Repeals the previous naturopathic physicians licensing chapter and creates a new comprehensive licensing and registration framework for naturopathic medicine in Idaho effective July 1, 2014.

• Establishes the Board of Naturopathic Medicine with five members (three licensed naturopathic physicians, one MD, one pharmacist) to regulate licensure, set fees, establish continuing education requirements, and maintain a naturopathic medical formulary.

• Requires naturopathic physicians to graduate from approved naturopathic medical programs with CNME accreditation and pass the NABNE licensing examination; allows licensure by endorsement from other jurisdictions under equivalent standards.

• Permits naturopathic physicians to perform diagnostic testing, dispense/prescribe medications from an approved formulary, perform minor office procedures, and use authorized therapies while prohibiting surgery, controlled substances, and certain medical procedures beyond their scope.

• Creates a separate registration category for natural health care practitioners who do not use prescription drugs or perform surgery; requires disclosure statements to clients and prohibits unauthorized use of titles like "physician," "doctor," or "ND" with a sunset date of July 1, 2020 for the entire act.
