Establishes legislative intent to emphasize parental rights as they relate to children's education while acknowledging the Legislature's responsibility to maintain a general, uniform and thorough system of public schools.

Creates new Idaho Code Section 33-358 establishing that parents and legal guardians with custody of minor children have a right, responsibility and obligation to participate in their children's education under the United States Constitution and as recognized by Idaho courts.

Declares as public policy that parents retain the fundamental right and duty to exercise primary control over the care, supervision and upbringing of their children.
