Appropriates $3,616,300 to the Office of Drug Policy for fiscal year 2015 (July 1, 2014 through June 30, 2015), comprised of $465,500 for personnel costs, $433,700 for operating expenditures, and $2,717,100 for trustee and benefit payments.

Funding sources include $296,800 from the General Fund, $3,500 from the Miscellaneous Revenue Fund, and $3,316,000 from the Federal Grant Fund.

Authorizes no more than 6.0 full-time equivalent positions during the fiscal year unless specifically authorized by the Governor, with notification to the Joint Finance-Appropriations Committee of any increases.

Directs a 1% upward adjustment to the compensation schedule to move salary structure toward market rates and continuation of current payline exception job classifications for recruitment and retention.

Funds an ongoing 1% salary increase for state employees and the equivalent of a one-time 1% merit-based bonus with flexibility in distribution by agency directors.
