Appropriates $30,155,400 to the Division of Veterans Services for fiscal year 2015 (July 1, 2014 - June 30, 2015) from General Fund, Miscellaneous Revenue Fund, Veterans Home Endowment Income Fund, and Federal Grant Fund.

Authorizes the Division of Veterans Services no more than 328 full-time equivalent positions during the fiscal year, with any increased positions requiring specific Governor authorization and Joint Finance-Appropriations Committee notification.

Directs adjustment of compensation schedule upward by 1% to move salary structure toward market competitiveness.

Provides ongoing 1% salary increases for state employees and funds equivalent one-time 1% bonuses based on employee merit with flexibility in distribution by agency directors.

Encourages agency directors to reinvest salary savings from turnover, attrition, or reorganization into merit increases for deserving employees and those below policy compensation levels.
