Appropriates $12,946,500 to the Commission on Aging for fiscal year 2015 (July 1, 2014 through June 30, 2015), consisting of $4,483,200 from the General Fund and $8,463,300 from the Federal Grant Fund.

Limits the Commission on Aging to a maximum of 13 full-time equivalent positions during the fiscal year 2015, unless specifically authorized by the Governor.

Directs a 1% upward adjustment to the compensation schedule to move salary structure toward market rates.

Continues job classifications currently on payline exception to address recruitment or retention issues.

Provides for an ongoing 1% salary increase for state employees and funding for a one-time 1% bonus based on employee merit, with distribution flexibility determined by agency directors.
