House Bill 586 Summary

• Establishes a voluntary three-year public kindergarten preparedness pilot program in five public elementary schools across Idaho to test effects on student achievement and kindergarten readiness.

• School districts must apply by January 1, 2015 for selection; selected districts establish one preparedness class per school with maximum 22 students and state-determined minimum class size.

• Requires participating students' information entered into Idaho System for Educational Excellence (ISEE) data system to measure program efficacy; student enrollment in any kindergarten preparedness program is not mandatory.

• Mandates extensive parental involvement including classroom participation, home visits (minimum two per student annually), training courses, and collaboration on student development; orientation kits provided to parents.

• Pilot program contingent on state receiving at least $760,000 in private grant moneys with state match of 65% first year and 82% for years two and three; program becomes void July 1, 2018 unless extended.
