Appropriates $13,522,800 to the Office of Species Conservation for the fiscal year July 1, 2014, through June 30, 2015, including $430,900 from the General Fund, $57,000 from the Miscellaneous Revenue Fund, and $573,600 from the Federal Grant Fund for personnel costs.

Limits the Office of Species Conservation to no more than twelve (12) full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Directs a 1% upward adjustment to the compensation schedule to move the salary structure toward market rates.

Continues job classifications currently on payline exception to address specific recruitment or retention issues.

Funds an ongoing 1% salary increase for state employees and the equivalent of a one-time 1% bonus based on employee merit, with flexibility in distribution determined by agency directors.
