Appropriates $1,723,600 to the Division of Human Resources for fiscal year 2015 ($1,055,000 for personnel costs and $668,600 for operating expenditures)

Authorizes no more than 12 full-time equivalent positions during the period July 1, 2014, through June 30, 2015, unless specifically authorized by the Governor

Requires the Division of Human Resources to pay the Division of Professional-Technical Education for statewide management and human resources training costs from the appropriated funds

Directs a 1% adjustment to the compensation schedule and funding for an ongoing 1% salary increase plus a one-time 1% bonus for state employees based on merit, with distribution flexibility determined by agency directors

Encourages agency directors and the Division of Financial Management to use salary savings from turnover and attrition to fund merit increases for deserving employees and those below policy compensation levels
