Appropriates $40,000 from the Federal Grant Fund to the Idaho Commission for Libraries for personnel costs for fiscal year 2014 (July 1, 2013 through June 30, 2014).

Appropriates $5,156,300 to the Idaho Commission for Libraries for fiscal year 2015 from General Fund ($3,510,700), Miscellaneous Revenue Fund ($74,400), and Federal Grant Fund ($1,571,200), distributed across personnel costs, operating expenditures, capital outlay, and trustee/benefit payments.

Authorizes the Idaho Commission for Libraries to maintain no more than 39.50 full-time equivalent positions during fiscal year 2015 unless specifically authorized by the Governor.

Directs the legislature to work toward funding competitive state employee compensation through 1% upward adjustment to compensation schedules, continuing current payline exceptions, and funding both ongoing 1% salary increases and one-time 1% bonuses based on employee merit.

Declares an emergency for Section 1, making the $40,000 FY 2014 appropriation effective upon passage and approval.
