Appropriates $5,635,600 to the Idaho State Historical Society for fiscal year 2015 (July 1, 2014 through June 30, 2015) from General Fund, Miscellaneous Revenue Fund, Records Management Service Fund, Capitol Commission Operating Fund, and Federal Grant Fund.

Limits the Idaho State Historical Society to no more than 49.02 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor.

Directs compensation adjustments including a 1% upward adjustment to the compensation schedule to move salary structure toward market.

Authorizes an ongoing 1% salary increase for state employees and funds the equivalent of a one-time 1% bonus based on employee merit with flexibility in distribution as determined by agency directors.

Encourages agency directors to use salary savings from turnover, attrition, or reorganization to provide merit increases for deserving employees and target employees below policy compensation, with one-time funding used for one-time payments and ongoing funding for permanent increases.
