Appropriates $517,442,300 to the Idaho Transportation Department for fiscal year 2015 (July 1, 2014 through June 30, 2015), distributed across Transportation Services, Motor Vehicles, Highway Operations, and Contract Construction & Right-of-Way Acquisition divisions.

Authorizes no more than 1,724 full-time equivalent positions at any point during fiscal year 2015, with the Governor authorized to increase positions subject to notification of the Joint Finance-Appropriations Committee.

Directs transfer of $25,000 from the State Highway Fund to the Tourism and Promotion Fund for Gateway Visitor Centers matching fund support.

Authorizes the Idaho Transportation Board to transfer up to $4,900,000 from the State Highway Account to the GARVEE Debt Service Fund for the approximate $54,000,000 federal bond payment and required state match for fiscal year 2015.

Establishes legislative intent for employee compensation to include 1% upward adjustment to compensation schedule, continuation of payline exception job classifications, and funding for ongoing 1% salary increases and equivalent one-time 1% bonuses based on employee merit.
