Appropriates $65,786,100 to the Military Division for fiscal year 2015 (July 1, 2014 through June 30, 2015) across three programs: Military Management ($2,565,800), Federal/State Agreements ($35,182,000), and Bureau of Homeland Security ($28,038,300)

Authorizes the Military Division a maximum of 314.8 full-time equivalent positions during the fiscal year, with any increases requiring specific authorization by the Governor and prompt notification to the Joint Finance-Appropriations Committee

Grants continuous appropriation authority to the Bureau of Homeland Security's Miscellaneous Revenue Fund for covering incurred costs from hazardous substance incidents
