Appropriates $50,587,000 to the Department of Juvenile Corrections for fiscal year 2015 (July 1, 2014 through June 30, 2015) across four program areas: Administration ($3,727,600), Community, Operations, and Program Services ($12,854,700), Institutions ($29,965,700), and Community-Based Substance Abuse Treatment Services ($4,039,000).

Authorizes the Department of Juvenile Corrections no more than 404 full-time equivalent positions during the fiscal year 2015 period, with any increases requiring specific Governor authorization and Joint Finance-Appropriations Committee notification.

Directs a 1% upward adjustment to the compensation schedule to move salary structure toward market rates and continuation of job classifications currently on payline exception for recruitment or retention purposes.

Mandates funding for an ongoing 1% salary increase for state employees plus the equivalent of a one-time 1% bonus based on employee merit, with distribution flexibility determined by agency directors.

Encourages agency directors to reinvest salary savings from turnover, attrition, or operational efficiencies into merit increases for deserving employees and employees below policy compensation levels, using one-time funding for one-time payments and ongoing funding for permanent increases.
