Revises the definition of "nonbusiness entity" to clarify that it must have received contributions, gifts, or membership fees exceeding 10% of total receipts during the preceding or current calendar year.

Lowers the expenditure reporting threshold for nonbusiness entities from an unspecified amount to $1,000 in any calendar year when making expenditures to support or oppose candidates or measures in Idaho.

Requires nonbusiness entities exceeding the $1,000 threshold to file a statement with the secretary of state within 30 days, including entity information and details of major donors who paid more than $500 in fees or dues over the prior two years or the current year.

Expands the prohibition on contingent fee compensation for lobbyists to include lobbying activities involving communications with executive officials, not just legislative activities.

Makes technical corrections to Idaho Code sections 67-6602, 67-6606, and 67-6621, including corrections to grammatical errors and clarification of statutory language.
