Transfers alcohol beverage licensing and regulatory duties from the Idaho State Police to the Idaho State Liquor Division across multiple sections of Idaho Code relating to liquor, beer, and wine sales.

Updates references throughout Title 23, Idaho Code to replace "Idaho state police liquor division" with "Idaho state liquor division" and removes references to the "alcohol beverage control bureau."

Maintains existing regulatory framework for retail liquor licenses, beer sales, wine shipments, keg identification, and sponsored winery events while reassigning administrative authority.

Authorizes the director of the Idaho state liquor division to promulgate rules and administer licensing, suspension, revocation, and enforcement of alcohol beverage regulations across all beverage types.

Preserves existing license fee structures and deposit requirements, with alcohol beverage control fund moneys remaining subject to legislative appropriation for regulatory operations.
