Appropriates $2,007,700 to the Executive Office of the Governor for fiscal year 2015 (July 1, 2014 through June 30, 2015), with $1,804,400 for personnel costs and $203,300 for operating expenditures.

Authorizes no more than 22 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor with notification to the Joint Finance-Appropriations Committee.

Exempts the Executive Office of the Governor from transfer limitations under Idaho Code Section 67-3511(1), (2) and (3), allowing unlimited transfers between object codes and programs for all appropriated moneys.

Directs a 1% upward adjustment to the compensation schedule, continuation of payline exception job classifications for recruitment and retention, and funding for both a 1% ongoing salary increase and a one-time 1% bonus for state employees based on merit.

Encourages agency directors to use salary savings from turnover, attrition, and reorganization to provide merit increases and target employees below policy compensation levels.
