Appropriates $2,573,400 to the Commission for Pardons and Parole for fiscal year 2015 (July 1, 2014 through June 30, 2015), comprised of $2,010,300 from General Fund personnel costs, $469,500 from General Fund operating expenditures, $22,900 from General Fund capital outlay, and $70,700 from Miscellaneous Revenue Fund operating expenditures.

Authorizes no more than 32 full-time equivalent positions at any point during the fiscal year, unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increases.

Directs adjustment of the compensation schedule upwards by 1% to move the salary structure toward market rates.

Authorizes continuation of current payline exception job classifications to address specific recruitment or retention issues.

Directs funding for an ongoing 1% salary increase for state employees and the equivalent of a one-time 1% bonus based on employee merit, with flexibility in distribution determined by agency directors.
