Appropriates $59,700,800 to Idaho's Supreme Court system for fiscal year 2015 (July 1, 2014 through June 30, 2015), distributed across Supreme Court ($6,363,700), District Courts ($28,615,400), Magistrates Division ($16,041,500), Court of Appeals ($1,980,000), and other judicial entities

Exempts the Supreme Court from Idaho Code Section 67-3511(1), (2) and (3) limitations, allowing unlimited transfers between object codes and programs for fiscal year 2015, except that legislative appropriations cannot be transferred between different funds without express legislative approval

Directs a 1% upward adjustment to compensation schedules to move salary structure toward market rates for state employees

Authorizes funding for an ongoing 1% salary increase for state employees and the equivalent of a one-time 1% bonus based on employee merit, with flexibility in distribution determined by agency directors

Encourages agency directors to use salary savings from turnover, attrition, or reorganization to provide merit increases and target employees below policy compensation levels
