Removes nonprofit organizations from the list of entities that can receive goods and services produced by state prison inmates through correctional industries.

Eliminates the Board of Correction's authority to contract for the sale of products manufactured by correctional industries to retail or wholesale establishments within the state.

Retains the Board's authorization to employ inmates in producing goods and services for public institutions, state agencies, political subdivisions, and the federal government.

Maintains the Board's ability to contract with other state and federal penal institutions and out-of-state governmental entities for production, manufacture, exchange, sale, or purchase of goods made by inmates.

Effective date of July 1, 2014 applies to new contracts and contract renewals, while preserving all existing contracts entered into before the effective date.
