Appropriates $59,700,800 to the Idaho Supreme Court system for fiscal year 2015 (July 1, 2014 through June 30, 2015) across eight divisions including Supreme Court, District Courts, Magistrates Division, Court of Appeals, and community-based substance abuse treatment services.

Exempts the Supreme Court from Idaho Code Section 67-3511(1), (2), and (3) for fiscal year 2015, allowing unlimited transfers between object codes and programs, provided that legislative appropriations cannot be transferred between different funds without express legislative approval.

Directs non-judicial employee compensation to include a 1% upward adjustment to the compensation schedule, continuation of payline exception job classifications for recruitment and retention, and funding for a 1% ongoing salary increase plus a one-time 1% merit-based bonus for state employees.

Encourages agency directors and the Division of Financial Management to use salary savings from turnover, attrition, or organizational improvements to provide merit increases and target employees below policy compensation levels.

Instructs agencies to use one-time funding only for one-time payments and ongoing funding for permanent pay increases.
