Appropriates $16,803,500 to the Public Schools Educational Support Program/Division of Central Services for fiscal year 2015 (July 1, 2014 - June 30, 2015), comprising $15,713,500 from the General Fund, $1,000,000 from Public Schools Other Income, and $90,000 from Cigarette, Tobacco and Lottery Income Taxes.

Allocates $4,060,000 for literacy programs, intervention services for non-Title I schools, and math initiatives, with reporting required to the Joint Finance-Appropriations Committee and education committees by February 1, 2016.

Designates $2,400,000 for wireless technology infrastructure in high schools ($2,250,000) and development of an Internet-based portal of online K-12 and dual credit courses ($150,000), with up to $190,000 for technology staff support.

Provides $4,500,000 for maintenance and operation of the Idaho System for Educational Excellence Phase II (ISEE Phase II) or alternative instructional improvement systems, with $2,000,000 distributed to school districts and charter schools based on support units.

Authorizes $1,703,500 for student assessments including college entrance exams, $2,700,000 for professional development in core standards, $300,000 for teacher evaluation training, and up to $1,000,000 for technology education and IT certifications for high school students.
