Appropriates $4,800,000 from the General Fund to the Department of Administration for the Idaho Education Network Program for July 1, 2014 through February 28, 2015.

Requires the department to request monthly allotments from the Division of Financial Management limited to monthly amounts payable for services supporting the Idaho Education Network.

Directs funds to pay Education Networks of America, Inc./ENA Services, LLC for services under the Idaho Education Network Contract if not paid by the Universal Service Administrative Company (USAC) E-rate program, contingent on a department-ENA agreement requiring return of funds once USAC pays.

Specifies that the appropriation does not constitute endorsement or commitment to continue the Idaho Education Network under the current contract beyond the provisions of this act.

Requires the department to collaborate with the Legislature on service audits to determine equipment ownership and usage levels by school districts, and to submit monthly written reports to the Legislative Services Office, Division of Financial Management, and the IEN Program Resource Advisory Council on contract status and expenditures.
