Idaho Department of Health and Welfare is instructed to investigate creating a hospital discharge database and an all payer claims database for statewide healthcare data collection and reporting.

The proposed databases would be developed in two simultaneous phases: Phase one establishes a hospital discharge database, and Phase two creates an all payer claims database by expanding the dataset to include claims data from all major public and private payers across the state.

Department must establish an advisory committee to create a phased development and implementation plan for both databases and present the proposed plan for funding to the Idaho Legislature within one year of the commission date.

The plan must include recommendations on the framework needed for the databases, governance structure, cost estimates, and funding options.

Data collection would not create additional reporting burden on providers since information is already collected and reported to payers, with payers assuming primary responsibility for data reporting.
