Authorizes the Legislative Council to appoint a 10-member committee (5 senators, 5 representatives) to study public defense reform approaches in Idaho.

Study shall address funding issues, municipalities' participation and potential financial contribution to the public defense system, and effective enforcement mechanisms for public defense standards.

Committee cochairmen are authorized to appoint technical advisors from criminal justice stakeholders, who shall not receive legislative reimbursement or voting privileges.

Directs the committee to report findings, recommendations, and any proposed legislation to the First Regular Session of the Sixty-third Idaho Legislature.

Identifies existing deficiencies in Idaho's public defense system including excessive caseloads, lack of attorney qualification standards, inconsistent contracting practices, and prohibition of flat fee contracts.
