Authorizes the Legislative Council to appoint a committee to study endowment asset issues affecting Idaho, including the Idaho Board of Land Commissioners, Idaho Department of Lands, and Endowment Fund Investment Board.

Committee composition consists of ten legislators: five from the Senate and five from the House of Representatives, with at least one legislator from each chamber's minority caucus.

Committee is authorized to receive input and advice from interested and affected parties outside the Legislature and may appoint ad hoc legislative members.

Committee cochairmen may appoint technical advisors in endowment governance, management, operation, disposal, preservation, and financial performance.

Non-legislative advisors will not receive reimbursement from legislative funds for per diem, mileage, or other expenses and will not have voting privileges on committee recommendations or proposed legislation for the Sixty-third Idaho Legislature's First Regular Session.
