Urges the U.S. Department of State to protect irrigated agriculture values and prevent Canada from requiring U.S. storage projects to provide system-wide flood control before Canadian reservoirs are used, effective 2024.

Opposes elevating ecosystem restoration to a primary treaty purpose alongside flood control and power generation, citing concerns it could override existing federal environmental laws and infringe on state water sovereignty.

Rejects any treaty modifications that would authorize tribes and federal agencies to allocate water resources or require flow augmentation beyond agreements already adopted by Idaho through the Nez Perce Agreement.

Opposes reintroduction of anadromous fish species above Hells Canyon or Dworshak as outside the scope of the original treaty purposes and conflicting with Idaho's sovereignty over water resources.

Directs the House Chief Clerk to transmit the memorial to Congress, Idaho's congressional delegation, the U.S. Department of State, Bonneville Power Administration, and the U.S. Army Corps of Engineers.
