Proposes a new Section 29 to Article III of the Idaho Constitution allowing the legislature to delegate rulemaking authority to executive agencies as provided by law.

Establishes that no administrative rule may supersede the legislature's constitutional authority.

Grants the legislature power to approve or reject administrative rules issued under delegated authority without compliance with Section 10, Article IV.

Directs submission of the amendment to Idaho voters at the next general election with the question: "Shall Article III of the Constitution of the State of Idaho be amended by the addition of a New Section 29, to provide for legislative delegation of rulemaking authority?"

Requires the Legislative Council to prepare required statements and the Secretary of State to publish the proposed amendment and arguments as required by law.
