Proposes adding Section 29 to Article III of the Idaho Constitution to establish that the legislature may delegate rulemaking authority to executive agencies as provided by law.

Specifies that no administrative rule shall supersede the legislature's constitutional authority and that rules cannot be approved or rejected without compliance with existing constitutional requirements.

Allows the legislature to approve or reject administrative rules in whole or in part without requiring gubernatorial approval.

Submits the proposed amendment to Idaho voters at the next general election with a ballot question confirming legislative oversight of executive rulemaking through approval or rejection procedures.

Directs the Legislative Council to prepare required statements and the Secretary of State to publish the amendment and arguments as required by law.
