Amends Section 54-2004 (Definitions) of Idaho Code to add definition of "Regular employee" as an individual who performs services for wages with federal employment taxes withheld under a contract of hire, written or oral, express or implied.

Revises definition of "State or jurisdiction" in Section 54-2004 to clarify it includes any of the fifty (50) states or territory of the United States, the District of Columbia and any foreign jurisdiction country that issues real estate licenses substantially similar to those provided in Idaho law.

Amends Section 54-2018 to clarify that license renewal applications must be received at the commission office on or before 5 p.m., mountain time, of the expiration date.

Renumbers several definitions in Section 54-2004 to accommodate the new definition while maintaining the sequential ordering of all definitions in the chapter.
