Renames the "Elk Wildlife Special Plate" to the "Mammal Wildlife Special Plate" throughout Idaho Code Section 49-417.

Renames the "Cutthroat Wildlife Special Plate" to the "Fish Wildlife Special Plate" throughout Idaho Code Section 49-417.

Maintains all existing fee structures: $35.00 initial issuance fee and $25.00 annual renewal fee for special plates, with fees distributed to state highway account, fish and game set-aside account, wildlife disease laboratory program, livestock disease control fund, and parks and recreation fund.

Preserves the requirement that special plates apply only to vehicles with registered maximum gross weight of 26,000 pounds or less.
